Issues starting kia rio 2008 immediately after fueling

So my kia rio 2008 is having issues starting.
Specifically when I've just filled it up with fuel,
every other time it turns over and fires up without
issue; even in the cold after sitting for a while.
Spark plugs are relatively new, battery is brand
new, alternator has been inspected as well as the
belts. After fueling up the car will turn over but
won't ignite. In order for it to start I need to give it
a shot of gas with the pedal This leads me to
believe its fuel related and not electrical.
Apparently the purge valve failing is common. Was
just hoping for some input on what the issue
might be

There may be an EVAP solenoid near the fill tube that doesn't close and allows gas into the purge line , your experience may differ .
