IS IT NORMAL FOR THE STEERING WHEEL TO MOVE SLIGHTLY UP AND DOWN WHILE LOCKED IN POSITION

I just went out and checked my own 2007 Ram 1500 Regular Cab, LWB with tilt steering column. I could not get it to move up and down while locked in any position, and whether with the key in or not in, I could not get any up/down movement of the column when the steering wheel was locked. You may want to take this to the dealership where you bought it and have them check it out under warranty.
