I would first suspect the themostat has gone bad. That is usually an easy repair. Have the system pressure tested though to make sure it isn't anything more serious.

I've had an issue almost something like that my car is a 02 Lancer ES the car was overheating but to the touch the engine was cold so with that said thermostat has been replace water pump has been replaced still showing that it's overheating nothing wrong with the coolant it was flush heater core is new still show that it was overheating all in all a $3 fix was what the problem was which was a engine temperature sensor so it did said you can find this sensor near the front corner of the engine on the driver side underneath the air intake duck scoop cost nothing really so easy to do it's like opening up a can of soda if you can turn it down knob on something you can do this easy
