Is it legal for Ford to charge me $460.61 for replacing the bad modules with a new hard wired module?

I have had the lighting module replace on my 2005 Mercury severak times.   
Ford re-imbursed me for the last one and has now charged me $460.00 for
installing a new hard wired module.  Is that legal?

Ask a lawyer but their per hour price is probably higher than 460 bucks!
