Tailights not working

I have a 2001 Ford Explorer Sport the break lights had quit working but tailights
and indicator lights were still working well I put it in the shop and they got the
break lights to start working but the tailights quit working dont know if its bad
bulbs or a bad fuse couldnt figure it out yesterday
