2001 Ford Explorer Sport will not start

We have gone through all the Motions to see why
2001 Ford Explorer Sport will not start the battery
had died and previous owner replaced battery we
were told the keys would need to be
reprogrammed or we would need a new PCM I
ordered a new PCM came with two keys
programmed installed the truck still will not start is
there something in the ignition switch to read the
new keys that maybe I need to replace I have put a
lot of money in this vehicle already new fuel pump
starter relay the PCM we just don't know what to
do next. Also there is no blinking light or anything
like that to suggest Anti-Theft is activated
