recently purchased 1999 hatchback. there is stillwater on the spare tire and rust on cd changer and tire itself. could the tail lights be leaking?

Any ideas on where the water could be coming from? There is also a "plug" missing on bottom of car. Mechanic says that could be the problem. Any of same problem with this year? Need help I wasn't to have this fixed but feel I am being nickle + dimed by Saab mechanic.

Usually the leak is on the left taillight seal. It's not always obvious, but a new seal should fix yo up toute-de-suite.
