04 X Type 3.0 Only one radiator fan running.

I had my ac charged at the dealership about two weeks ago, all was good
up until yesterday. On my way home from work I noticed that when I would
stop at a red light the air would start to blow warm and the coolant temp
would go up slightly then once I started moving again air was ice cold and
the coolant dropped back to normal. After looking at it when I got home I
noticed that the smaller of the two fans on the radiator was not coming on.  
Could it be the fan motor or a relay? Is there anything else that could cause
this?.

Call the Ford / Jaguar dealer that serviced the Air conditioning system, tell them the issue, have it scanned with the IDS-VCM, and know exactly whats wrong in 10 minutes. Regards
