1996 chevrolet w/t 4.3L won't start

When the key is in the on position, the daytime running, highbeam, and left turn signal dash light all come on. when attempting to start the vehicle the daytime running dash light turns off and the parking brake dash light comes on, and the engine will not turn over, also two of the gauges read past the maximum level when this happens.

so today I noticed that the fuel pump relay was clicking rapidly, I changed it but still no luck, after attempting to start it for a while the lights disappeared but still no attempt for the thing to start except for the odd split second turn from the starter

the fuel pump and starter relays have both been changed to no avail. a large amount of buzzing and clicking comes from the relay section when attempting to start the truck

also with the starter relay removed the dashboard lights are not an issue, but obviously the truck will not start

You've got a bad ground, man. I had my negative cable bolted to the block and it was doing the same thing as yours. after unbolting it and relocating it to clean metal (my alternator bracket) it turned over great. I think when the main cable is void then the current backfeeds through the small ground wire that goes to the body panel, causing the issue with the cluster.
