Did you visually check for spark at number 7? You used a gage and checked proper fuel pressure? I agree with the other person about fuel injector and compression. You might try a cylinder balance test, kill the cylinders, one at a time, fuel or spark. If you kill a cylinder that has no effect on rpms, that cylinder is dead, then you check fuel--spark--compression on that cylinder. It may lead back to #7?

Could be a stuck valve or possibly a bad spark plug. I would check the gap on the spark plug, then swap plug to another cylinder and see what it does.
