Fuel pressure

I have a 98 chevy truck 5.7 put new fuel pump in
then 2 days later wouldnt start only had 10 psi at
rail jumping the relay put second pump in still 10
psi at rail can anyone help me to figure this out

What is the fuel presser supposed to be at on a Chevy 1500

Leave the jumper in then pinch the line from the fuel pressure regulator. Does the pressure rise?
