Car won't accelerate or move at all after filling the gasoline tank.

After filling up my gas tank, my 1999 buick century starts but wont move when  I press the accelerator.  AFter waiting a few minutes, it runs fine.  This has happened the last 3 times I filled up.  The check engine light was on the first time and I had a new PCV valve replaced.  Now it's doing it again.

1 do you turn the vehicle off when filling it up. 2 what exactly is happening, nothing, engine revs, engine trys to rev but stumbles?

The engine is turned off when fillin up. The engine starts but the accelerator is stuck and cannot be pressed until I l et the car sit for several minutes.

Like the pedal wont go down when pushed? The throttle body is carboned up
