does the fan come on as soon as 1995 buick century is started

the car is making a noise at all times and fan does not come on when i start
the engine, is it supposed to??

Normally no unless the car is up to temp, if its a cold start then no as the car comes up to temp around 200 degrees the fan will cycle on and off as needed. Some model car will let the fan run a few minutes after you turn it off to help cool the engine
