2004 Town & Country

My wife mentioned the signal indicator was flashing fast, and that she saw the passenger front running light was out. I changed the bulb and it did not repair the broken light. I then swapped bulbs with the working driver side and still it did not work. I then swapped the fuses and still nothing. Then I changed the 15a fuses and still it did not work. I swapped the relay with a relay of the same model number and still it did not work.

I then checked the voltages at the plug of the working side and had two legs of 12.43 vDC, I checked the broken side and had one leg at 12.43vDC and the other at 9.3vDC. I then check at each fuse location and they both are at 12.43vDC.... I have identified the wire as a black wire that runs into the harness.... am I looking at a wire with a high resistance open, or short to ground between the lamp connector and the fuse box?

Disregard, I found a mouse nest under the fuse panel... a lot of corroded and broken wires into fuse panel plugs. Much repair to do.
