Power steering pump and lines have been replaced but still losing power steering fluid what could be the cause

After replacing pump and lines what else could be
going on that I'm losing power steering fluid

Trace the fluid leak back to the source (assuming you see fluid and not just reading "fluid low" on the reservoir dipstick). If it just showing low on the dipstick, you probably need to bleed the system again and get it to the correct fluid level with no air in the system.

Could be your rack n pinion if your still leaking fluid check that it's what happened to me in my GTP 139K
