Problems with dash lights and idle

When I start the car the dash lights, including radio, temp controls, etc blink and the idle is bumpy. If you hook it up to a computer it shuts the computer off and on. We have replaced the battery, check the alternator, replace the cap and rotor and the mechanic has no clue! We tried a new ECM and it did not work. Does anyone have any ideas on what could be wrong???

is it a constant, even blink, or is it intermittent. (that thing shouldn't have a cap/rotor by the way)

if its a vortec the cap just looks differnt, if its a normal tbi it looks like any old old dis cap they def have one tho
