98 Chrysler T&C cranking not starting

engine is flooding fuel rail preventing engine
from turning over.  I had run out of gas and
had to fetch a gallon. When I tried to start it
it kept reving but nothing happening.

Sounds like fuel line has an air bubble, spray some brake cleaner in the throttle body a few times until it stays running, if it doesn't works, I'll need to fleed off the line. Sometimes they pickup resedue trash from bottom of tank and plug up the suction or output filter on the fuel pump but u can see if that's the case by checking fuel pressure

I removed the fuel pump fuse and it briefly started but then died. when I connected the fuse it continued flooding. If the plugs are bad would this happen? I don't know if a sensor is malfunctioning.

If it's only one plug it's a leaky fuel injector but if it's on all of them, your fuel pressure regulator is bad
