2007 trailblazer heater does not work

my heater only works when im speeding up. I went through the fuse box and tried to take off the motor blower fuse off but couldn't. any suggestion?

You only get heat while speeding up? Make sure your fluid is topped off bc the heater core is the highest part of the cooling system..
