What is the cover over / in front of the the low beam bulbs?  Low beams are are not bright at all

A lot of the car makers use this - its reflectve lighting. Light bounces off the rear housing then out through the front housing - should have nothing to do with the problem you stated. Make sure your lights are properly aligned.
