6 clicks, but motor won't crank over?

Question type: Maintenance & Repair

When I turn the key I only hear 6 clicks. Looks like they come from underneath the steering column or so.

Tried the following:
- Battery is at 12.64V
- Connectors are clean
- Fuses are good
- Cleaned all ground wires
- Cleaned the ETC connectors (ETC is pretty clean)
- Checked Alternator, looks good

Probably it is the starter? But sometimes, after 10 tries is cranks over and starts...

if your relays are good, starter is the issue. had same issue several weeks back. drove through high water and it started having issues. suspect armature has a bad spot or it has intermittent ground issues.
