1997 Camaro Z28 over heats when sitting

My Camaro only overheats when sitting in traffic or
at light..driving it's fine
My gauge will get 3/4 and I hear no fans.
I switch relay with a/C relay and nothing..
Fans turn by hand not stuck..Any ideas ?

Ok so check for power when at what temp? Shouldn't they go on at about half way on gauge ? Seems when I turn on A/C they come on

I would think they should kick on at 195 to 200 degrees. You can also use that meter to check for power at all the other parts of the system.
