Volvo s40 whinning sound

Question type: Maintenance & Repair

When I put my key in the ignition I hear a
whining noice under the hood it continues
while driving and continues after I turn off
the car and remove the key for about 1
min. My husband change out the brake
vacuum pump and it still does it What's
wrong?

It is probably the normal function of the radiator cooling fan as I noticed my 2016 ford fiesta does the same thing
