2004 volvo s40 2.4 makes a strange whistling sound around the oil system

the sound starts when my s40 warms-up.....when i remove the deep stick, air pressure
comes out and the sound goes off but when i replace the dipstick, the sound starts again

Helo Tom..The Oil filter housing and the pcv valve, are they the same thing?
