from high speed when i starting to step on the brakes ,there is a small vibrations and it seems hesitating to stop..does thismeans change my pads?checking pads it was still thick tho'

Small vibrations, pulsations can indicate warped rotors.

Yup rotors it is. However it could be tie rod ends as well. Have them all looked at. KenF ya got me beat this time.
