98 Cavalier dash warning lights won't come on and go off so car will start unless it's warm out

My problem is not the same as those answered on
anti theft. I've got that figured out thanks to the
internet.
My problem is the warning lights and gauges don't
come on and then go off to make it possible to
start the car when it is below about 90 out ( I live in
Arizona) So now it is about 11 am before the dash
lights up. Had ignition switch replaced. No change.
Also no voltage at OBD II connection. Ideas, please
