Why is my clutch not disengaging when the pedal is pushed to the floor?

My Miata has been parked in my garage for about 4 years unused.  Got an
offer to buy it from a friend.  So he drained and replaced fluids including the
gas and started her up.  Everything was fine until he tried to put it in gear.  
Would not go into gear with the engine running.  Without looking to see if the
slave cylinder was working he replaced both the clutch master cylinder and
slave cylinder.  Apparently that was not the problem.  I checked the new
slave cylinder and it is working correctly.  What could be the problem?

I have seen clutches rusted to the fly wheel, maybe that is the problem.
