What did I do

Okay I have a 99 VW Golf mark 4 2.0
NON-TURBO my water pump failed so I
swapped it out alomg with the timming
belt and tensioner. I swapped the
whole assy and for some reason I keep
getting the slack in the belt going clock
wise from the water pump to the crank
and most tension is by the tensioner I
also swapped out the crankshaft
position sensor now she wont start.
Where did I go wrong and how do I
properly tension the belt
