Can't get the vert top to close the last quarter and lock into windshield

This is a fully automatic top. I have disengaged the two motors in the trunk and am able to put the top down, but when I go to put the top back up, the front part wont come down to meet the windshield. Is there a latch or something to get the last part of the top to come down towards the windshield?

The top shrinks over time and '98 is old for a Conv-top it must have been changed at least once if not..NOT good.there's always the latch mechanism too probably needs to be replaced too $300-400 The old M3s convertibles are very expensive to repair.
I don't think it is that the top has shrunk. The last quarter part of the top wont bend to come down to the windshield. The metal supports supporting the top won't bend or release to allow the front part of the top to meet the windshield. Is there a release or something to get the top to fold down to the windshield?

The motor for the latches is under rear seat if you hear a popping sound the motor is bad
