Why are my front tires locked up?

Asked by Ddc1993 Mar 19, 2020 at 11:47 PM about the 1999 Chevrolet Cavalier Coupe FWD

Question type: Maintenance & Repair

Changed brake pads rotors and calipers then
proceeded to tighten lug nots on tire of which you
can tighten then two men can yank on a pry bar
and the tire will not rotate I'm stumped help
