2000 chevy malibu want start

2000 malibu want start sounds like its out of gas.
Replaced the fuel pump and module still want
start. I had a rack and pinion put on the car after it
eas put ib it eoyldnt start. The anti theft light is not
flashing on the on position its just on . vould this
be the theft system issue i have been reading
about even if its not flashing....help

On this model malibu,this would be a sign of a bad igintion switch.
