Sounds quite similar to the problem I had with my 96 dodge Ram 2500. I took it to the local mechanic to fix as NONE of my diagnostics solved the problem. The shop fixed it by putting a new fuse in, it couldn't have been the fuses in the fuse box in the cab though (as they were NEW & checked). It was likely the fuses under the hood (in a box above the steering column), they are opaque and I don't have the equipment to test their continuity (good/bad ability to function)

Having same issue with 99 3500, no running lights. What was fix on your truck? Mechanic says inside can fuse box needs to be changed out. Cost approx $1000.

The way I fixed it was to take it to my local mechanic shop. On the list of what they fixed was the fuse box under the hood. They just replaced the non-functioning fuse, NOT THE WHOLE BOX, and it only cost about $30.
