Depending on where the impact is most vehicles are above 15 mph, on trucks around 25.

You have to also consider the manufacturer inspection requirements some are good for 5 to 10 yrs then every 2 years, requires inspection.

we hit a deer at 55 mph and the air bags did not deploy on them and we are wanting to know why
