break lights won't come on when i press on the breaks

Check the tail lights for power when the brake pedal is pressed. Get your meter, open the trunk, find the wires and prop your snow brush between the pedal and the seat. You should be seeing 12 volt power on the sockets. If there is no power, start tracing the wires from the third brake light to the tail lights. If there is power at the brake light sockets, the ground is open.

Since the top center brake light comes on it's not the switch, have you tried replacing the bulbs, the bulbs have two filaments one for running lights and one for brake lights.

there's a good chance it's the multifunction switch if all your bulbs are good. and btw they're BRAKES not BREAKS
