Front tires smoking

I have a 2001 cavalier. It'll drive fine for about 20
minutes but when I drive through mountainous part
of the freeway the brakes get hard and the car
slows down. I have to put it in a lower gear just for
it to go. It wastes about 1/4 tank of gas and when I
get to work and it smells like burnt tire also,  can
see it smoking a little. Had the calibers replaced,
brake pads and cylinders. Could it be the booster?

Thank you. Replaced the master cylinder about five months ago. The brake fluid was flushed at that time.
