Rear brakes

It seems my emergency brakes are sticking my truck starts to hum at lower
speeds and will start to bounce the back of my truck any thoughts on what’s
causing this

Need to pull the rear wheels and inspect the brakes. Brakes can stick due to leaks or rust problems. Only way to tell is to inspect.

I put new rotors and pads in the back but noticed the emergency brake has pads that apparently grab the inside of rotor so can I just pull them out with no problems it has no break cylinders only on disc pads
