Transmission issue could it be solenoid

02 f150 xlt 5.4 reverse works fine i can get it drive
if a rev the engine a little them it kid of feathers
into drive changed fluid and filter also...i checked
the fluid while the engine was of this morning and
it reads over full to full let it warm reads the same i
let it get cold and it still read overfull seems like
the fluid is not leaving the trans pan could it be the
shift solenoid or pressure control solenoid....i
drove down the road and back dosen't have a lot
of power once you get going  and also starts to
shimmy a lil  thank you for anyhelp
