2000 Ford F-150 4.2L 2WD isn't starting. Please help!

I bought a new starter put it on, and still the same problem. Nothing happens when I turn
the key. No noise or clicks, but the accessories all work. I took the battery to be tested,
but it still says cells are good. What could the problem be and how do I check?

Definitely not solenoid, just replaced. But maybe starter relay, where is that located and what's it look like?
