1998 f150 4x4 4.6, turn heat valve on,steam? radiator goes down

Driving down hi-way temp normal, turn heat control valve on , after 45-60
seconds, up comes cloud of steam? passenger side, look in mirror and it looks
like puff the magic dragon, really bad when really cold  zero temp, was tod by
mechanic there is no on and off valve like the old vacuum ones (true?)  says
anti is always flowing thru heat core  huh

Most vehicles now days have coolant constantly flowing through the heater core. Maybe a good idea to listen to your mechanic.

so it flows, why spray out when dash heat valve is turned on position, fog every out behind me, 007 smoke scree?

Coming out the tailpipe ?? If yes It's probably a blown head gasket or a cracked head

Well after some research it seems that your vehicle has a heater control valve. I would look for a leak around the heater valve. Maybe the coolant is leaking out onto the exhaust rather than going out the tail pipe. A pressure test of the cooling system should find the leak.
