Headlights come on with fog light button???

I recently purchased a 2004 Chevy Trailblazer.  When I turn the knob, the lights don't come on.  However, when I hit the fog light button, they turn on, but the fog lights don't seem to work....??

If you turn the lights on manually, and no lights, 99% chance it's your HDM relay under the hood. Do you have the quad high/fog modification done, or maybe the previous owner?

No modifications that I can see. They look to be the factory fog lights. I did find both the bulbs blown in the fog lights, so I will be checking fuses and relays tomorrow! Thanks!
