Speed control does not work from 1to 4 /5works on and off on its own

Put in a new blower resistor and a new blower  and yet the
speed controls only work on #5 on and off on its own.
What else can I do.

2 things come to mind here. #1, if you didn't replace the pigtails with the blower motor resistor, that might be your problem....they tend to melt inside. #2, make sure you got the right resistor. For manual controls, it's called blower motor resistor, for automatic controls, it's called blower motor module. They look similar, but are not interchangeable.
