Maybe the starter solenoid has a short in it. Does the fuse blow when you replace it or only when you try to start it?

I have replaced the starter fuse. I have yet to replace the starter and solenoid connected to it that's my next step. I was deterred from thinking it was the starter and solenoid itself because I put a new one on last year... But no telling untill it's solved I'll let y'all know what the problem was when I figure it out thanks to all y'all's help God bless. Also it still shorts out the 40 amp Ac1 fuse about to check on that solenoid.
