The only thing I can think of is some cars have a sensor to tell if there is anybody in the passenger seat, therefor deciding whether or not to turn on the air-bag for that side. Does the light STAY on or go off after a few seconds?

I Googled that from Toyota and the best answer I can find is it's telling you to put on your seat belt
