Timing belt

After replacing a timing belt on a 02 highlander 3.0
vvt all Mark's matches up perfectly but when I
rotated it via the crank a full revaluation shouldn't
the lines on the belt and the dots on the cam pulley
match back up?

no, it has to go around a full cycle, which is 2x the number of cylinders of of the engine.
