Ignition or theft defence?

Feel kind of dumb here but for one I have
Toyota Tercell DX ...not corolla but couldn
not find in drop box. My car lights all go on
,but when turn the key nothing happens. So
has new starter and can push start. Charged
battery.  Found this theft defence device
under steering wheel and took out and put
back in and stsrted up fine. Then would not
start so wiggled wires to steering wheel that
go to this device and started again...but to
be sure took device out and put in again and
won't start again. Does anyone know if I can
cut wires and bypass this device? Or is it the
ignition swwitch? All lights come on though
when I turn the key so was thinking it's this
non- theft device that is the problem?  Just
starting new job so I have to do this cheap.

Conquered the beast~~ worked great! So if anyone has a problem with anti- theft device you can cut the wires and reconnect to ignition ... harness power wire~~ starts right up~~ grrreat ~~`
