how do i turn on dim head light of a camry 1993

when I turn on the switch it directly comes to full head lights

Are you saying that you only have high beam and no low beams? If you have only high beams, either the low beam bulb element went bad or you have a bad head light relay. You can get them very cheap on ebay. They go between 15-18 dollars.
