a girl camee to me and asked about her wipers when she turns them off they go back up and stay there is her motor shot I looked it up online and it said that the splines might have stipped out but that would make her wipers not work at all

This does not sound like stripped splines to me. Something is telling the motor to "park" the wipers in the up position instead of the down position. That message is coming from something electronic. Find that part and you've found your problem.

When i turn off my windshield wipers they stay up why is that

Unfortunately the link I posted 3 years ago is gone. If you google it you can probably find a vid that shows you how to fix it. There is a part bent, I believe near the wiper motor. You can locate the and straighten it fairly easily and they will work like new again. It gets bent from starting the wipers when there is a heavy load, like snow or ice blocking them from moving. Sorry this is kind of a vague answer. I've fixed a couple of cars that did this, but it was years ago and I've forgotten the details. Hope this steers you in the right direction. Should be a free fix unless you have to pay someone to do it, and even then it should not cost much. Takes an hour at the most.
