is there a radiator switch/fuse ?

replaced all hoses ,radiator, water pump, thermostat, overflow reservoir..

keeps ooveer heating   cold air out of vents.

Did you bleed all the air out of the cooling system after changing every component except the radiator cap? Could just need to be bled with no added part replacement. Respond if you need help doing the bleed process.
