1993 olds cutlass SL 3.1 L non-start

Dog chewed wire harness completely in half...not
kidding. Lucky for me, and dog. All in one spot. So,
it's simple fix. Everything works and it's loaded.
Right up to the fuel injection body in front, it won't
start. Turns over just lacks fuel. got spark, all those
tests. Could it fry the fuel relay switch?. Or  Anti
theft reset? Thanks for any help?

Or remove it I did one -10-12 years ago, certain wires have to be put together after I do not remember colors or which ones ect, A shop tried to take it out for him but failed, it kept going off, so I checked it out & figured it out, he still owns it and it has never been a problem since, but it would go off blasting the horn and not crank at any given time it decided to I think he reset it almost every time it was driven.
