when I run out of gas with Grand Marquis, why will car not start after refueling

an out of gas with 2003 GrRand Marquis. Car will not start after putting 3 gallons into tank

I would replace the fuel filter, just to be on the safe side. Listen to see if the fuel pump is running. There is an inertial cut-off switch in the trunk. Fuel pump relays go bad. If you have access to a pressure tester, you can measure the fuel pressure, if any.(key on). Others on this site will have more ideas. Also, it could be your fuel pump in the tank went bad.
