Can valve cover gaskets cause white smoke to
come from exhaust pipe

Probably not unless water is leaking into the engine. Most likely a bad head gasket.

If the smoke is coming off of the pipe or manifold under the hood then yes, but if it is coming out of the tail pipe a head gasket is the likely cause.
